The title aims to propose a debate, without an a priori answer, revealing a not only critical but extremely restrictive view of the institute of the Decrees of Necessity and Urgency (DNU), as well as Law 26.122 that established the regime for its validity, approval or rejection. An attempt is made to analyze the regulations involved, their use by different governments over time, the jurisprudence generated consequently and the experience collected to date.
