Towards municipal autonomy

The Argentine municipality, as a grassroots political institution, is undergoing a process of building its autonomy within the federal system. Although Article 123 of the National Constitution requires provinces to recognize it, its implementation is uneven. The tension between centralized models and the push for genuine autonomy—with regulatory, political, and fiscal capacity—raises key challenges for local governance and the institutional balance among the Nation, provinces, and municipalities.
