Abstract

Public safety is one of the main concerns of citizens and one of the fundamental pillars
for the social, economic, and political development of any community. In the Province of Buenos Aires, the complexity and diversity of security challenges require a comprehensive and coordinated approach among the various involved actors. In this context, the creation, establishment, and regulation of inter-institutional security boards emerge as an essential tool for the effective implementation of a Comprehensive Security Plan in municipalities. These boards, composed of
the municipality, security forces based in the district, the provincial and federal judiciary, and related agencies and units, would enable a multi-agency, collaborative, and efficient management of
security policies with a preventive and proactive shared responsibility approach.
