Abstract

This article addresses the issue of parliamentary underrepresentation and overrepresentation, which in the Argentine constitutional system constitutes one of the historical constitutional mandates that are still pending. Here, we revisit the interesting doctrinal debates, proposed bills, as well as notable jurisprudential precedents that, given that the national census data from more than four decades ago, in 1980, is still used as a basis, urge the National Congress to resolve
parliamentary representation according to the provisions of our National Constitution, in order to strengthen the representative, republican, and federal system.
